A reduction never applies to the level of safety
Kit in the sale keeps its approval: EN 1078 for the shell of a full-face helmet — that standard does not test the chin bar, ASTM F2032, written for BMX, is the one that covers face protection —, EN 14120 (roller sports protective clothing) or EN 1621-1, a motorcycling standard, for an elbow or knee guard, and EN 1621-2 for a back protector. The 10 cm minimum peak required by the UCI (rule 6.1.081) comes with the helmet. What explains the price is the graphics of a collection that has sold through, a model replaced in the maker's range, or the last sizes of a run.
Here the check is on the rider, not on the bike
No fitting dimensions to cross-check: the rider's measurements decide. Head circumference with a soft tape for a helmet, garment size and forearm or shin length for a hard shell. Protection that is too big shifts at the moment of impact and stops protecting; protection that is too tight simply will not be worn. Finally, check the level of approval your club or the organiser requires, notably level 1 or level 2 on a back protector.
What is left in stock, and why
On rider kit it is almost always the extreme sizes, XS and XL, that remain last: mid sizes go quickly and are not restocked at end of line.
